The Civil Service Commission’s PRIME-HRM Bronze Award was conferred to the Municipal Government of Echague, Isabela pursuant to CSC Resolution No. 200341 dated February 2020 for having managed and implemented its human resource management systems according to documented processes, thereby achieving a process-defined HRM in the four core HRM systems, re: Recruitment, Selection and Placement, Performance Management System, Rewards and Recognition, and Learning and Development under the Enhanced Program to Institutionalized Meritocracy and Excellence in Human Resource Management (PRIME-HRM). The program to Institutionalize Meritocracy and excellence in Human Resource Management (PRIME-HRM) integrates and enhances the Personnel Management Assessments and Assistance Program (PMMAP) and the CSC Agency Accreditations program (CSCCAAP). It is a mechanism that empowers the government agencies by developing their human resource management competencies, system, and practices toward HR excellence. PRIME-HRM entails greater development not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.
